A Common Scientific Base for Turkey and Austria
The Barcelona Declaration was adopted at the EURO-MEDITERRANEAN CONFERENCE (27 and 28 November 1995) on 28 November 1995, in Barcelona.
Representative of EU and from 12 Mediterranean countries put their signatures to a declaration concerning the new Euro Mediterranean Partnership which creates a framework for, political, economic, cultural and social ties between the partners. Turkey was represented by Mr Deniz BAYKAL, Deputy Prime Minister and Minister for Foreign Affairs and Austria by Mrs Benita FERRERO-WALDNER, State Secretary, Ministry of Foreign Affairs.
EURO-MED Cooperation in RTD has been set up by the European Council in the framework of the Euro-Mediterranean Partnership (Barcelona Conference - 27/28 November 1995) with the task to stimulate the Euro-Mediterranean cooperation in the field of Science and Technology and to support the sustainable development of the whole Region. Members of the Committee are high officials representing the Ministers concerned with cooperation from the 15 Member States of the European Union and the 12 Southern and Eastern Mediterranean Countries (SEMC). The Committee is assisted by an executive Secretariat, ensured by the European Commission. The Committee organises annual meetings in order to discuss relevant issues on Science and Technology at regional level.

Cultural Agreement: in this framework there are exchange schemes (students, young academics and researchers), that are administered by the “Büro für Austauschprogramme” des ÖAD/ “Bureau for Exchange Pro-grammes” at the Austrian Academic Exchange Service, (Berggasse 21/7, A-1090 Wien, Tel: +43-1-31727/93, Fax: /9) (Information: Florian GERHARDUS). Agreement on scientific collaboration between the Austrian Academy of Sciences and the Egyptian Academy for Scientific Research and Techno-logy (1980). Branch office of the Austrian Archeological Institute in Cairo (since 1974). In the planning stage: Institute for Near East and Islamic Studies in Vienna: Memorandum of Understanding between the University of Vienna (Institute for Political Science) and the Al-Azhar University in Cairo (the Austrian coordinator is Professor Hans Georg HEINRICH). The Project has been approved and is sup-ported by the former Austrian Minister for Science and Transport. The institute shall have a near-university status (post graduate); degrees shall entitle to a con-tinuation of studies at Austrian universities; the post graduate programme is based on a social science curriculum in Near East/Islamic studies; an M.A. pro-gramme may be installed later. Involved are: Institute for Political Science, the In-stitute of Law and the Institute for Oriental Studies at the Vienna University; the Austrian Federal Ministry of Education, Science and Culture, the Al-Azhar Uni-versity, the Cultural Division of the Egyptian Embassy in Vienna and other Egyp-tian institutions. Agreement between the Austrian Federal Ministry for Science and Trans-port and the Government of the State of Israel on scientific and technical cooperation (2/2/1994). focal points are: electrooptics, biotechnolgy, molecular biology, material sciences, environmental sciences Agreement for Scientific and Scholarly Cooperation between the Austrian Academy of Sciences and the Academy for Natural and Social Sciences of Israel(6.12.1993) Memorandum of Understanding between the Austrian Science Foundation/FWFand the "National Council for Research and Development of the State of Israel"/NSRD (23/4/1990) "Informal Cultural Protocol" 1996: Memorandum of Understanding on cultural and educational cooperation between Austria and Israel (1996) "Cardinal Franz König Chair" for Austrian Studies at the Hebrew University Jerusalem (1994). “Austrian Center at the Hebrew University of Jerusalem”: for Austrian Stu-dies David-Herzog-Fund at the University Graz/Austria (a fund to facilitate mo-bility programmes for Israeli and Austrian academics) “Israel-Fund”: in 1997 the Austrian government decided to set up a fund for scientific and technological cooperation. Malta:
1981-1985: Cooperation in the framework of the AMRC/Austrian-Maltese Research Centre in Marsaxlokk. Since the objectives were not reached the programme was abandoned in 1985. In 1995/96 the Ministry of Foreign Affairs of Malta tried to initiate a similar programme (Solar Water Heating). Project “Networks for Information, Communication and Transportation” in the framework of the “Euro-Mediterranean Information Society” is in the planning stage. Cooperation in the framework of the European Centre for Modern Langu-ages in Graz /Austria (a Council of Europe initiative)
Morocco:
The Austrian Federal Ministry of Foreign Affairs financeslectures and semi-nars of Austrian scientists and researchers in Morocco. Some university libraries were supplied with Austrian litterature by the afore said Ministry (Fes, Rabat) “Arrangement on technical and scientific cooperation on the peaceful uses of atomic energy”, 1994 between the Atomic Institute of the Austrian Universities in Vienna and the National Centre for Nuclear Energy, Scien-ces and Techniques of the Kingdom of Morocco (CNESTEN) in Rabat INCO-MED Project: "Photoelectrochemical purification of water" (Coordi-nator: France, CNRS – Laboratoire de Physique des Solides et de Cristallo-génese; Marrocanian partner: Université Ibn Tofail, Laboratoire de Physi-que de la Matière Condensée; Austrian partner: Vienna University of Technology, Institute for Physical and Theoretical Chemistry)
Palastine:
The PLO-Minister responsible for education Jasser AMRO visited Austria on a fact finding mission in 1995 Exchange programme for medical doctors since 1996 (based on an agreement between the former Austrian Chancellor Franz VRANITZKY and the Palestinian President Jasser Arafat); a new exchange scheme bet-ween the Palestinian Ministry of Higher Education and the Austrian Federal Ministry of Science and Transport (BMWV) is in preperation, a “Letter of In-tent” between the two ministries was drafted and a Palestinian-Austrian Joint Committee was set up; the Austrian members of this committee were nominated by the Austrian Minister for Science and Transport Cas-par EINEM in March 1997) "Palestinian-Austrian Joint Committee for RTD" (BMWV and Palestinian Mi-nistry for Higher Education) 1997 Environmental Cooperation: Contacts were established between the fol-lowing institutions: the Palestinian members of the Applied Research Insti-tute in Jerusalem the Palestinian Ministry of Planning and International Cooperation, the Austrian Federal Ministry of Environment, the Vienna Agricultural University/BOKU, the Federal Environmental Agency in Vienna, the Vienna Technical University/TU Wien, the City Council of Vienna, the Austrian Research Centre in Seibersdorf/ARCS, the Joanneum Research Centre in Graz, the Arsenal Research Institute in Vienna et.al.
